Not having the Luna Device assistance means Satella would have to pay attention to each step she made and each shot she fired. Even a hint of carelessness would result in her getting attacked and swarmed by the zombies in a flash.
The Centurion Rifle that could easily attract more zombies to her was placed behind her shoulder as Satella chose to move forward with the Phalanx in her hand.
She carefully moves forward and searches for the road leading downstairs. If there's a choice, Satella chooses to not engage with the zombie as the slightest sound or vibration would result in her getting swarmed by the zombies immediately.

He was creating commotion wherever he goes. Because Satella was moving covertly without significant movement, Stein's sonar failed to detect her from this distance. They're actually just separated by a building.
