That was against the purpose of this spell.

He had intended to create a spell that could last longer and deal greater damage than the blue fireball could.

For example, he wanted it to last at least twenty minutes. Yet, it had lasted only three minutes, not even one-sixth of his expectation.

Should he lower the power of the spell?

Unlikely.

The efficiency, damage, and penetration of this spell was based on the high speed of the tornado that propelled the ice blades.
