CHAPTER START---
"How long has it been?" All For One asks.
He stirs awake inside a large cylinder filled with purple liquid, completely naked with tubes connected to his body, able to speak through the air mask strapped to his head and covering his mouth.
In this dimly lit lab, there are dozens of other similar capsules with unstable Nomu, slowly becoming more stable and ready for combat by the second. The experimental High-End Nomu prototypes.
In front of All For One is Dr. Ujiko -publicly known as Dr. Shodai Garaki-, studying his friend's physical state on a tablet in his hands.
"You've only been asleep for two days since fighting Horizon, but the damage is much more severe than expected," Ujiko says.
"How extensive?"
"Well, from what I can tell. During the fight, he must have forced you to use Super-Regeneration as much as possible.""He understood the nature of my Quirk," All For One says. "Constantly changing his approach to make me actively use other Quirks before striking and forcing me to activate Super-Regeneration, very clever..."
"I see. Well, thankfully the first thing you did when you got back was dump almost a dozen Quirks into some of the standby Nomu to help me stabilize your body. The damage you sustained lowered your limit, but not as much as when you fought All Might a few years ago."
"My more powerful Quirks had to be released to the Nomu, now I mainly have Mutation and other physical Quirks for combat."
"It should be no issue," Ujiko says. "The police reports have you mentioned by name somehow, but this facility is completely insulated. And All Might with his sickly state would never think to look here in Kamino Ward for you. Some of your friends in the force have even spread some misinformation about a hidden mountain base containing Nomu."
"Good, and my lifespan?" All For One asks.
Ujiko falls silent for a moment, then forces himself to speak the terrible truth, "your life expectancy has dwindled from 10 to 6 years. I'm not sure what Quirks you gave Horizon since the genetic markers for the ones aside from the new Nomu Quirks are all there, but perhaps they could have helped?"
"Worry not, that's more than enough time for my new resurgence in power. And as for the Quirks I gave him... Energy Saver, Energy Dynamo, Energy Enhancer, and Life Force."
"Quirks you had dozens of copies of thanks to our cloning program, very wise. But why not dump a few weak Mutation Quirks into him? These Quirks seem tailor-made to make him unstoppable."
"An unavoidable consequence, but his Quirk is quite problematic. I tried to give him 'Extra Hand' and 'Third Eye', but it refused Quirks that couldn't optimally integrate with itself. I had no choice but to give him those energy production and optimization Quirks."
"So it prevented you from stealing it, and even when you used its own 'pulling force' against it to sneak in a few more Quirks, it reflexively sorted them out. It's a shame you didn't have time to get some samples to clone it."
"Hmm, I doubt cloning it would be possible. To clone it you must understand it, and if it could be understood Nezu would not have named it Mystery Class...it is beyond the scope of our comprehension I'm afraid," All For One says sadly.
"I suppose his potential doesn't matter," Ujiko says. "Even if he can somehow integrate those Quirks properly, he'll never be able to use them without great mental feedback."
"What do you mean doctor?"
"Well, to integrate multiple Quirks means to shut off the brain so all instincts align perfectly, like quickly resetting the mind. This is why live subjects never stay that way for long. The process is painful and not fast at all.
Until he does this, which he will likely never consider, he won't be able to put much mental strain on himself, and considering his Quirk, that should greatly limit him.
I imagine it would take a great shock to snap all his mental processes into alignment, not to mention the more powerful you are the more difficult it is...unless you intentionally try to do this."
"I see, but I don't believe it would matter if those Quirks did work for him. After he fixes my body, I will be even stronger than he could imagine. And with my new genetic composition I will no longer recognize my little brother's DNA in the makeup of One For All, and that will allow me to finally steal it."
"Assuming the boy lives, it really would take a miracle for him to survive the next month..."
"Exactly why I went to him, he specializes in miracles," All For One says.
After going further into the specific limitations of his new body and the repercussions of that fight, they finally arrive at the specific intentions of that night.
"So he refused to even leave with you, not completely unexpected," Ujiko says.
"He inherited his mother's obsessive desire to hold to any agreement she makes," All For One grumbles out. "A sensible decision considering that had he left with me then potentially his parents would have been executed."
"And of course, he'd never trust you to touch him considering your Quirk, a wise policy since you did try to take his Quirk."
"Very wise indeed. Had I stolen that Quirk I would have immediately dumped it into a Nomu before it killed me, then halted all our production to focus on it."
"But even then, without Horizon it would likely be useless," Ujiko says. "The best route to healing you is to have him do it himself."
"Then we have work to do, I have absolute faith in Horizon solving the issue of his body, and mine, so we must prepare 'Machia, he will need further modifications to raid Tartarus with me. The power we have currently simply won't be enough."
"I'll have it done right away, and would you like an update on the other results of the training camp raid? The Vanguard Action Squad had some...mixed results."
"Tch, Tomura and the other pests don't matter to me, let them play villain all they want. My main focus is and shall remain our dealings with Horizon."
"Naturally yes, the brat and his group of rejects simply have to keep causing chaos so the heroes stay busy," Ujiko says. "And what of Detnerat, and the Meta Liberation Army?"
"Hmm, they will remain hidden for now, I don't want them making any moves or being involved with Tomura's affairs. They are much more capable and far-reaching on a political and economical level, and their message is much more appealing to grow an army. I shall keep them in my back pocket until I'm fully healed and ready to rise as the one true Demon Lord..."
"A glorious day, the one we've awaited for so long, now we only have to find the current One For All user and deliver him to you when your body is ready."
All For One grits his teeth, "yes, if not Horizon...then it must be someone else from that year group. But nothing stands out as having that much power...aside from---"
"Izuku Midoriya," Ujiko says. "But the boy still injures himself, even after his fight with Muscular at the training camp, both arms and a broken leg, I find it hard to believe All Might would select someone so incompetent."
"True, but let's keep an eye on him when the new semester begins."
"I believe you mean 'if' the new semester begins," Ujiko says.
"If?"
"The backlash after this attack is far too great for even UA to ignore, students died after all. I suspect the number of returning students will be greatly diminished, much like all the other Hero Courses around the country."
"Unless they catch Tomura," All For One says. "I can't risk Horizon's school being stalled. That would greatly upset him since I assume part of his contract to get his parents back is graduating from UA. If he turns against us because of this then we will lose."
"Hmm, if things look to be heading in that direction I'll send some anonymous tip to the heroes about the brat and his gang of losers, the Vanguard Action Squad being arrested should satiate the media and have schools returning to normal."
"Yes, but not Twice."
"Hmm, his Double Quirk is invaluable for what we want, a potential instant army... if he can pull himself together," Ujiko grumbles in disappointment. "Such a waste to have that Quirk on a person so pathetic."
"Yes, but his mental state makes him easy to guide and manipulate, and that is much easier than wasting resources cloning and training that Quirk all over again."
"He's already been ranked as an S-Class threat on the Hero Network, along with you. Obviously, the public is none the wiser about your existence, the Hero Commission wants to keep it as quiet as possible to prevent mass panic or a sudden wave of new villains. They're doing our job for us."
"Good, now we simply have to wait for---"
BEEP BEEP BEEP
Ujiko's phone goes off and he immediately checks it.
"What is it?" All For One asks.
"Our contact inside Tartarus finally got to visit level 5 of the prison today. It seems we will have to alter our plan once more, it won't be as simple as wrecking the prison and taking them out of it..."
All For One sighs, "it's rarely ever that simple for me, so what changed..."
