When Alex said, "Plan 5," it meant this:

1. Use Razor Wind to create more dust, which will enhance the Sandstorm. ??

When Alex saw his next Pokémon, he knew why Junichi didn't want to change his Hitmonlee.

This Hitmonchan has only one move that can inflict damage to Scizor in this Sandstorm. That is, of course, Swift that always hits the target as long as the target is not out of the range. The problem was that Swift is a 'special move' and Hitmonchan has a terrible Sp. Atk value of 35. Also, the fact that Scizor has resistance towards Swift as a Steel-type Pokémon doesn't help.

Although in Alex's case, Swift will do more damage to Scizor than Hitmonchan will take from the Sandstorm.

Junichi saw how he only had his weakest Pokémon left. But he didn't want to give up yet.
