Through his connections and information that he retrieved, he knew the defensive strength of the wall, as well as the offensive strength of the chariots. 49 chariots could quickly destroy the walls. When all three walls fell, then the Stronghold would be ripe for the taking.
They didn’t need to kill or flush out all the Ruling Sword members to take control of the Stronghold.
