All three of the T2 set items’ effects were extremely good. They were arguably even better than the T2.5’s effects. This was for Thieves.

Boss.

Actually, there was a special mechanic here. Upon dealing Ice damage 225 times to the Little Slime, it would have decreased movement speed and be frozen in place.
