And some were joining in simply to seek revenge on Gangnam Royals. When too many people break the law— there was no more law. With so many people participating, Gangnam Royals couldn’t tell who was the one doing the killing.
Amidst all of this, some people came out to watch the situation play out. These people for an opportunity to benefit from Ruling Sword and Gangnam Royals getting in a fight. If that happened, it’d affect both guilds’ strength which would make both their strongholds vulnerable. In the scenario where Drizzle Court and Peerless City joined the fight as well, there would be two more strongholds up for grabs.

Apart from expressing his sadness at some public events and publicly condemning Ruling Sword’s aggression and oppression, he actually didn’t do anything but play the victim.
