They were coming from the dead sea filled with monsters that he had to pass to get here. The water elements were out of order and when floating out to get a better look he could see a massive tidal wave coming.

They just couldn’t see him doing it out of generosity, he probably needed the city for something and was just defending it for his own selfish reasons.
